The main point of this article is thatout of fear for the safety of teachers who are willing to take Mexico's annual national teacher competency testthe Mexican government has avoided even giving the second part of that test in the states of Michoacan and Oaxaca. The CNTE, a group of teachers within but opposed to the policies of the teachers union (SNTE), is opposed to the national tests for teachers and for students.
The glossary, however, is for these paragraphs describing the average education level in these two states and in Mexico as a whole. "El último año de secundaria" (the last year of junior high school) is equivalent to the 9th grade in the United States. Educational attainment level data for the U.S. states show from 80% to 92% of adults over age 25 having completed high school, 17% to 38% having completed a bachelor's degree (48.5% in D.C., a statistic which has little to do with the D.C. school system and much to do with the nation's capital), and 6% to 16% having a graduate degree (28% in D.C.).
